MADURAI: To understand the possible causal mechanisms and discuss and disseminate the research reports linking globalisation and decentralisation, a media workshop was jointly organised by the Rajiv Gandhi Chair for Panchayati Raj Studies, Gandhigram Rural University, and Press Information Bureau, here on Friday. The workshop, titled ‘Globalisation and Decentralisation,’ was based on a study conducted by the Department of Political Science and Development Administration, Gandhigram Rural University. The research project was funded by The Ford Foundation, New Delhi. G. Palanithurai, Head of the Department, expressed that democratic decentralisation would help to include large groups, like women and Dalits, in society and to enable a process for harnessing the energies of people for bringing about social transformation. He further stated that an enlarged space was necessary for civil society to create an enabling, supportive environment for local Governments. The project basically looks at issues to have an understanding about the opportunities and threats faced by local bodies in the advent of globalisation. With paucity of change in governance and administration, Dr. Palanithurai stated that the role of the State as a key player in deciding economic structural changes had lost its importance, paving way for the ‘market’ to take its own course of action. The project identified seven areas, handloom, water, agriculture, plantation, rural artisans, food security and fisheries for the study. The chosen areas did have a major livelihood component attached to them for large sections of the society. While commenting on the role of the media, Dr. Palanithurai said that substantial information should be given to the public on the latest developments on local governance so that it get reflected in common man’s understanding.
