dated August 22, 1957 : Govt. and the Second Plan

Prime Minister Nehru told the Lok Sabha on August 21 that so far as the Government of India were concerned there was absolutely no element of defeatism in their outlook in facing the difficulties in implementing the Second Five-Year Plan. Obviously, there were difficulties in implementing the Plan, but basically the economy of India was very sound and “we have to cross the hump.” Mr. Nehru was replying to Mr. Hiren Mukerjee, who had asked whether there was any truth in the report regarding an alleged confidential document of a rather defeatist nature from the Economic Division of the Planning Commission to the Prime Minister early in June. Mr. Nehru replied that as Prime Minister and Chairman of the Planning Commission he received numerous documents. But he had no recollection of having received what the member alleged as a defeatist document. Some documents analysed the situation and pointed out the various aspects – some good and some bad.
