Report assessing quality of education released

Learning achievement in primary schools reaches 66.8 p.c. in 2006-07


BANGALORE: The learning achievement of students in government and aided primary schools in the State has reached 66.8 per cent in 2006-07, an increase of 14 per cent compared to the performance in 2005-06.

The Karnataka School Quality Assessment Organisation (KSQAO) on Tuesday released its 238-page report assessing the quality of education in 20,671 schools of Kannada-, Urdu- and Marathi-medium schools.

The performance of students in Kannada-medium schools is 63.8 per cent, Urdu-medium schools 66.9 per cent and Marathi-medium schools 69.7 per cent.

For Kannada-medium schools, the assessment work for 2006-07 was confined to only those schools whose achievement was less than 40 per cent during the previous year. As many as 10,35,136 students of classes 3, 5 and 7 under the three mediums of instruction were included in the assessment survey.

Karnataka is the first State in the country to embark on assessing the quality of education being imparted in government schools.

Minister for Primary and Secondary Education Basavaraj S. Horrati, who released the KSQAO report, attributed the improved performance to effective implementation of the mid-day meal scheme and the Sarva Shikhana Abhiyana programme. The assessment for quality of a school included not only the attainment of prescribed competencies by the students but also their admissions, attendance and retention in the school system, the KSQAO report said.

Uttara Kannada district topped the ranking among 32 education districts followed by Udupi, a reversal of places from 2005-06, while justifying its “backward” tag, Chamarajanagar district ranked the last. The overall achievement of Kannada-medium students in various subjects in terms of percentage in Class 3 was 73.60, Class 5 was 59.60 and Class 7 was 62.70. The achievement in Urdu-medium schools in Class 3 was 75 per cent, Class 5 63.40 per cent and Class 7 64.80 per cent while in Marathi-medium schools they were, Class 3 78.80 per cent, Class 5 68.20 per cent and Class 7 65.80 per cent.

Girls outscored boys in learning in all classes. The percentage of schools achieving mastery level in Kannada-medium in Class 3 was 36.90, Class 5 34.60 and Class 7 8.24 per cent, while in Urdu-medium schools it was 33.72 per cent in Class 3, 31.76 Class 5, and 7.87 in Class 7. In the case of Marathi-medium schools, it was 48.80 per cent, 15.74 per cent and 10.32 per cent, respectively. The achievement of Kannada-medium schools in 18 districts — Bangalore North and South, Bellary, Bidar, Bijapur, Chamarajangar, Chickaballapur, Chikmagalur, Chitradurga, Dakshina Kannada, Gadag, Gulbarga, Kodagu, Kolar, Koppal, Mandya and Mysore — was less than the State average (63.80 per cent). The performance of Urdu-medium in 16 districts and Marathi-medium schools in four districts was also less than the state average.

The learning achievements in district-wise percentage in 2006-07 is as follows: Bagalkot 67.60; Bangalore North 60; Bangalore South 52.10; Bangalore Rural 66.90; Belgaum 75.50; Bellary 63.50; Bidar 55.80; Bijapur 61.50; Chamarajangar 50.70; Chickballapur 69.20; Chikmagalur 60.50; Chikkodi 70.10; Chitradurga 55.80; Dakshina Kannada 55.50; Davangere 64; Dharwad 70.20; Gadag 62.50; Gulbarga 61.70; Hassan 73.20; Haveri 73.60; Kodagu 55.70; Kolar 52.20; Koppal 59.20; Madhugiri 56.90; Mandya 57.30; Mysore 61.90; Raichur 66; Shimoga 64.70; Tumkur 69.80; Udupi 74.20; Uttara Kannada 77.80 and Yadgir 60.80.
