To be introduced at Bodinayakkanur Union Minister to inaugurate the system
THENI: For the first time, Electronic Auction System (e-auction), would be introduced at Cardamom Planters Association in Bodinayakkanur, one of the traditional major assembling centres on Thursday, for the benefit of small cardamom growers and to ensure transparency in cardamom trading in the country, according to top officials. The e-auction system, a new initiative of the Spices Board, has been developed with support of the Consultancy Services, Banaglore, to promote healthy competition for purchasing cardamom. The main objective of the system is to revamp existing manual procedures on a par with modern technologies. More over, the new system would provide a platform to make the transaction smooth and hassle free. Proper error-free documentation would also be ensured in this system. It would also eliminate chances of hidden costs. The moisture of bulk density of every lot offered for sale would be displayed on the screen at the centre that would help the bidder assess the quality. The board has plans to establish common cleaning, grading and packing facilities in association with auctioneers that would help traders or bidders to sell the materials to buyers without further cleaning and grading thus saving time and costs. The new system is designed to replace traditional manual auction system of shouting out of bids now being followed in all auction centres. The board would also introduce e-auction in four other major auction centres at Vandanmedu, Kumuli, Thekkady and Putanmala in Idukki district shortly on the basis successful performance of the system at Bodinayakkanur, according to top officials. The Union Minister of State for Commerce, Jairam Ramesh, would inaugurate the centre. This manual auction method, conducted by licensed auctioneers at the approved centres in Kerala, Tamil Nadu, and Karnataka, lacked clarity and confused farmers about conclusion of bidding. The new system would set a new trend in cardamom marketing, bringing more benefits to farmers and curtailing formation of cartels, the officials added. Cardamom is a main stay crop for thousands of farmers in the three southern States — Kerala, Karnataka and Tamil Nadu, spreading over the Western Ghats. The volume of business in the auction centres in 2006-07 was 7,939 tonnes and the average price realisation was Rs.313.02 per kg.
