BERHAMPUR: Only 31 per cent of NREGS funds has been spent in Ganjam district. The district has so far received Rs. 1,959.92 lakhs. Out of it, Rs. 1,346.49 lakhs still remains unspent. As per official records, NREGS is most successful in Hinjli block, where 99 per cent of the allotted funds has been spent. No surprise, as Hinjli is the home constituency of the Chief Minister. In contrast, only four per cent of the funds allotted for NREGS is utilised in Patrapur block. Khallikote block has spent 18 per cent of the sum and has an unspent amount of Rs. 142.72 lakhs. Norms
As per the norms, every employed labourer has to be paid through a bank account of the beneficiary. Till now, only 40 per cent of job card holders in the district have bank accounts. The highest number of bank accounts has been opened in Hinjli block. In Patrapur block, no new bank account in the name of job card holders has been opened. As per the instructions, works taken up should be labour-intensive. While the labour component should be 60 per cent, the material component should be 40. But the Collector has pointed out certain instances where the material component turned out to be 62 per cent. He has advised the block officials to see to it that the ratio of expenditure on labour and material components of the NREGS projects remains 50:50.
