This Day That Age
In the Lok Sabha on August 27 the Speaker expressed his helplessness to compel the Ministers to be present in the House. Mr. Shah Nawaz Khan, Deputy Railway Minister, was not present in the House when the Speaker called upon him to make a statement, in reply to a call attention motion tabled by Mr. S.V. Ramaswamy and others, on the explosion of crackers at Katpadi. Mr. T.B. Vittal Rao (Communist) said neither Mr. Shah Nawaz nor any one else from the Railway Ministry was present. This was highly objectionable. The Speaker said he had also noticed the Deputy Minister’s absence. “But what can I do? Can I dismiss the Minister? All I can say is that the Minister for Parliamentary Affairs must take notice of it.” When once a matter was included in the agenda, he should see to it that the Minister concerned was also present. Mr. Vittal Rao, amidst laughter, said: “Sir, the Minister for Parliamentary Affairs is also absent.” The Speaker then remarked: “If he is also absent then other Ministers should take notice.” There was good-humoured laughter when at this stage Mr. Shah Nawaz entered the House, saying he was held up in the Rajya Sabha and hence his absence.
