Relaxation of building height norm will be major feature


IIT and TCPO to prepare comprehensive development plan

A mega commercial complex will come up in Chandrsekharpur


BHUBANESWAR: City regulatory body Bhubaneswar Development Authority (BDA) on Thursday said a new building regulation for the capital city region would be put in place by March 2008.

The new regulation would focus on developments in peripheral regions of Bhubaneswar city with a major feature to relax building height norms, BDA Vice-Chairman Nikunja B Dhal said here.

In the run up to the formulation of new set of regulation, BDA engaged Town and Country Planning Organisation (TCPO) and IIT-Kharagpur, which was entrusted to prepare Comprehensive Development Plan (CDP) for the region, to study different aspects, Mr. Dhal said.

He said the maximum building height of 27-metre in the city could be relaxed outside the core area of the city. The relaxation in building norms would pave the way for construction of high-rise buildings in periphery of the city.

One of such buildings in the offing is proposed mega integrated commercial complex in Chandrasekharpur to be developed by New Delhi-based private firm Unitech.

"We will be signing an agreement with Unitech very soon. Everything has been finalised. The BDA will get Rss 211 crores for 10.74 acre of land in Chandrasekharpur area.

The company would enjoy 90 years of lease," Mr. Dhal, who recently assumed charge, said.

The company would take about four to five years time to complete the project for which it would invest about Rs 600 crores, the BDA Vice-Chairman said.

The new building regulation would also help Industrial Infrastructure Development Corporation of Orissa (IDCO) ambitious plans to erect 17-storied building behind the Fortune Tower.

"When high rise building would come up, we will have to look into many aspects such as fire safety, environment and waste disposal methods. The TCPO will be preparing suggestions on those area," Mr. Dhal said.

Incentives

He said the BDA was looking at development outer ring areas.

"We will be soon coming up with a mega project in Sanapalli area near Khurda. Certain incentives would have to be given to developers to decongest core areas of Bhubaneswar," he said.

The BDA Vice Chairman also said a string of projects were taken in the capital city. They included Rs 10-crore development plan in Kalinga Nagar, Rs 2-crore project in Patrapara, Rs 1 crore Buddha Jayanti Park development and Rs 4.41 Dhauli Peace Park, he said.
