Corporation serves notice on Neel Metal Fanalca

CHENNAI: Faced with criticism from all quarters over the sloppy shift over from Onyx to Neel Metal Fanalca for conservancy operations in three of its 10 zones, Chennai Corporation on Wednesday served a show-cause notice on the new private operator seeking an explanation for its poor showing.

Towards the evening, the civic agency also struck a deal with Onyx to press into service its 30 compactors and 3,000 garbage bin in what should be a face-saving measure against mounting criticism. In a press release, Mayor M. Subramanian hailed Onyx’s gesture, saying the company had no commercial gains through the move and yet came forward voluntarily to help the civic agency at the hour of crisis.

Neel Metal Fanalca and Chennai Corporation have come in for severe criticism for the poor show since the change of guard in zones 6, 8 and 10 this Sunday. Questions have risen about the lack of preparation on the part of the new contractor for the work.

The ruling DMK is also set to face the heat at the Corporation Council meeting scheduled for Friday. The opposition councillors have already started pointing out that they questioned the credentials of Neel Metals at the last meeting and the contract was awarded only after the Mayor’s assurance that they would ensure that the switchover would be smooth.

160 light vehicles

The new agency had pressed into service only 160 light commercial vehicles and so far has not had any compactors or dustbins to show. Even conservative estimates have pegged the garbage generated at the three zones — Triplicane, Kodambakkam and Adyar — at around 1,400 tonnes a day.

The private operator has struggled to clear the garbage. Over the past couple of days, the Corporation has itself engaged its vehicles to clear the mess in the privatised zones. The civic agency has appealed to all major commercial establishments in the three zones — including marriage halls and hotels — to make their own arrangements to transfer the garbage generated there to the nearest garbage transfer stations.

Onyx to rescue

Onyx, whose contract was over on August 25, has stepped in to save the skin of the civic agency. Onyx CES (Chennai Environmental Services) Managing Director Patrick Huard met Mr. Subramanian at the Ripon Buildings, the civic headquarters, in the evening and offered its help. “They just wanted us to take care of the fuel expenses and the driver allowance. They have said they are doing it out of gratitude to the Corporation and the city residents.”
