Suggestions to tone up police functioning Law & order


It’s an effort to improve the image of the police, says R. Ilangovan


Certain suggestions submitted to the newly-formed State Police Commission by the Salem Retired Police Officers Welfare Association, if accepted, will certainly tone up the police functioning in the state.

The Association has shown no reluctance to take up these sensitive issues that confront the serving officers who for obvious reasons are reluctant to voice their grievances. Similarly they also never lag behind to expose the shortcomings in the functi oning of the police in districts in particular and in the state in general.

We need to maintain balance, says its president and retired SP K. Sivasubramanian. Many of their suggestions in the areas of case registration, investigation, trials, beats and women police, if implemented, will have far reaching effects on the image of the police.

These retired officials of 1960 batch also never show any qualms to point out the holes in the present day police system. They claim that many of the police officers in Station Houses flatly refuse to register the crimes, particularly thefts of vehicles and other articles. These officers are acting on instructions from their superiors who wish to project the police image with boosted statistics of no or less crime under their jurisdiction. The other area where the police fault is in investigation. They say it is painful to note that the standard of investigation has gone down drastically over the years. A few Station House Officers (SHOs) entrust the job with constables and even with a few retired officers. These SHOs blindly sign the case diaries prepared by them.

Many directly recruited officers are still groping in dark as far as the nuances of intelligent investigation are concerned. The prestige of police lies in their intelligent investigation and in the successful prosecution of the accused. Hence attending courts and following up the day-today trials of important cases are considered to be the vital elements in the functioning of effective police machinery.

But many officers have the tendency to depute Constables who are called fondly as Court Orderlies. He just knows the cases in the courts. Either the success or failure of any case is left to him, says Sivasubramanian. Thus many important cases are being lost in the courts making a dent in the police image.

This practice should be immediately stopped and Inspectors and Sub Inspectors who have investigated the cases should attend the courts regularly apart from the routine works.

The retired officials also suggest to the Commission that welfare schemes for police men and their families should be given priority. The present house rent allowance for a policeman can ensure him a hut only, they point out.

The association members have requested the Commission to intimate the dates of its visit to Salem so that they can have a detailed discussion on their suggestions concerning with police image.
