dated September 1, 1957: Publicity for the Plan

Prime Minister Nehru told a conference of Information Ministers of the States in New Delhi on August 30 that with a will to do and knack for the job, the entire country could be, through publicity, shaken into activity to implement the Five-Year Plan. Speaking of the days of the freedom struggle, 30 to 40 years ago, he said, “We did not have a loud- speaker to address meetings, which are so common now in every village, and yet we shook India by our publicity. We had no money to do it. We had no apparatus, but only a will to do it and a knack to talk to the people and we shook India absolutely like an earthquake.” The Prime Minister said that in publicity the dishing out of “concentrated wisdom” should be avoided. “Give them bits of wisdom interspersed with something which does not require an effort of the mind to understand.” Persons dealing with publicity should be more receptive to the ideas of the people and what they thought. The important thing was to find out what reaction any particular talk or exhibition had.
