NEW DELHI: The Delhi Cabinet has approved construction of the Thayagaraj Sports Complex that would be the competition and training venue for netball and training venue for athletics for the Commonwealth Games-2010. The complex would be constructed within 18 months at an estimated cost of Rs. 297.45 crore. With netball being a compulsory event in the Commonwealth Games, the air-conditioned indoor stadium will be constructed with world-class specifications. It will have an eight-lane synthetic athletic track with required facilities, seating capacity for 5,000 spectators, green building features, rainwater harvesting, sewage treatment plant and reverse osmosis-based water treatment plant. The Cabinet has also given its nod for introduction of the National Law School of Delhi University Bill, 2007, in the State Assembly for establishment of a university by the name of the National Law School of Delhi University in New Delhi. This university would be at par with the Bangalore law school, Ms. Dikshit said, adding that the construction of the campus has already begun. In another major decision, the Delhi Water Board (Amendment) Bill, 2007, that seeks to regulate and control the development and management of ground water in Delhi has been approved by the Cabinet. It would now be introduced in the State Assembly. Ms. Dikshit said the Cabinet had decided to exempt agricultural and domestic users from its purview. However, all those extracting ground water will have to register under the scheme on which the opinion of all Delhi MLAs has now been sought. It was also decided that checks on residential premises for use of ground water would be allowed only during daytime. The Cabinet also approved the financial pattern of Low Cost Housing in Delhi. The Delhi State Industrial and Infrastructure Development would now construct flats for economically weaker sections and slum resettlement programmes instead of allotting plots to the dwellers. The Chief Minister said a subsidy of Rs.1 lakh would be provided from the Jawaharlal Nehru National Urban Renewal Mission fund for each flat to be allotted to persons living below the poverty line and for slum dwellers who would be rehabilitated. The land-owning agencies would contribute Rs.50,000 to each tenement. The DSIIDC would be responsible for allotment, maintenance and management of the Estate Maintenance Fund and the Government would ensure early setting up of the Urban Shelter Improvement Board to implement the scheme. The Cabinet has also decided to enhance age of superannuation from 60 to 62 years for the teaching faculty of the medical colleges of the Indian system of medicine and homoeopathy.
