Officials cautioned against failing to adhere to schedule

PUDUCHERRY: Chief Minister N. Rangasamy on Tuesday cautioned the officials against failing to adhere to the schedule with regard to spending the Plan allocation funds.

“Every year in the Plan review meetings, the Heads of Departments (HoDs) are being advised to avoid rush in booking of expenditure in February and March. But, unfortunately they do not adhere to the schedule and the percentage of expenditure till the end of August 2007 is much below the anticipated level,” he said in his address at the first Plan expenditure review meeting held here on Tuesday. If the same trend continues, 85 per cent of the expenditure could not be booked before the end of December, he pointed out.

The Government of India had reduced the allocation for tsunami Reconstruction Programme, since the expenditure was very low in the first three months of the last financial year, he said.

He asked the HoDs to use 85 per cent of the Plan funds by the end of third quarter to avoid last minute rush in booking of expenditure.

He further said that priority should be given to schemes announced in the floor of the Assembly.

He noted that expenditure incurred by certain departments were “very poor” and they should send their proposals immediately without further loss of time. If the departments failed to act, the funds would be diverted to other departments, he cautioned.

It was informed at the meeting that a Memorandum of Understanding (MoU) would be signed with the Union Ministry of Urban Development shortly.

After the signing of the MoU, funds would be released by the Centre under the Jawaharlal Nehru National Urban Renewal Mission programme. While reviewing the department-wise Plan expenditure, the Secretaries informed the Chief Minister that steps were being taken to speed up the implementation of schemes. Ministers and HoDs attended the meeting held at the Chief Secretariat.
