dated September 5, 1957: Transfer of French areas

Mrs. Lakshmi Menon, Deputy Minister for External Affairs, told the Rajya Sabha on September 4 that India had requested France for early ratification of the treaty of cession of the French establishments in India. The treaty had not yet been ratified by the French National Assembly as the necessary Bill could not be introduced due to frequent changes in the French Cabinet and also because the French Government were preoccupied with various other problems. Asked whether it was a fact that the Foreign Affairs Committee of the French National Assembly had expressed itself against ratification, Prime Minister Nehru said there had been some such report but he did not think much importance need be attached to the views of some members of the Committee. In reply to supplementaries, Mr. Nehru said Pondicherry and other French establishments could not legally become part of India until their legal connection with France was broken.
