Kochi: The State Government on Tuesday informed the Kerala High Court that it had paid compensation to 74 under-trial prisoners who were detained in jails for the maximum period of imprisonment provided for the offences with which they were charged. Director-General of Prosecutions (DGP) P.G. Thampi made the submission when a Division Bench of Chief Justice H.L. Dattu and Justice K.T. Sankaran asked the DGP about the payment of compensation to the under-trial persons who were released following a High Court directive. The Court had also directed their release. The Court directed the DGP to file a statement with the details of compensation. Video-conferencing
The Government told the Bench that a Bill, which sought to amend the Criminal Procedure Code (Cr.PC), to establish video-conferencing facility in three central prisons in the State could be introduced during the current session of the Assembly. The DGP said the draft of the Bill had been sent to the Central Government for approval. To make the attendance of prisoners before the Court concerned through video-conferencing legal, Section 167(2) (b) of the Cr.PC had to be amended. Dhanyasree resorts case
Justice Antony Dominic directed the State Government to produce the applications seeking assignment of land to the owners of the Dhanyasree Yathri Nivas, Munnar. The Court also ordered that counsel for the resorts be allowed to verify the ‘patta’ registers of the land. The Government had taken the stand that the title deeds of the resort were bogus. A Bench of Justice K. Balakrishnan Nair and Justice T.R. Ramachandran Nair granted police protection for the smooth conduct of the election to the Mattannur municipal council in Kannur district scheduled on Wednesday. Raghavan, chairman, Kerala State Cooperative Hospital Complex and Centre for Advanced Medical Services, filed a petition seeking to change the venue of the elections to the cooperative hospital society. A writ petition was filed before the Court seeking a direction to the Government and the Director-General of Police not to compel two-wheeler riders to wear helmets. Martin Joseph from Ernakulum, in his petition, said that despite the Home Minister’s instructions, the police continued to harass riders who did not wear helmets.
