No delay in Plan process, says Paloli

THIRUVANANTHAPURAM: Local Self-Government Minister Paloli Mohammed Kutty has denied the allegation that there has been an inordinate delay in the commencement of the 2007-’08 annual Plan of the local self-government institutions.

Responding to a calling attention motion moved by K.C. Joseph (Congress) in the Assembly on Wednesday, Mr. Mohammed Kutty said the Plan formulation and implementation process this year, the first year of the Eleventh Five Year Plan, was ahead of that in the first year of the Tenth Five Year Plan. “Some delay in commencement of implementation of the Plan schemes during the first year of a Five Year Plan is natural,” he said.

The Government had set September 15 as the deadline for grama panchayats to submit their projects to the District Planning Committees (DPCs).

The deadlines for block panchayats and district panchayats were September 20 and 25 respectively.

Spill-over works

The Government had issued the guidelines for formulation of the new Plans on May 14 itself and sanctioned funds for carrying out 20 per cent of the projects for 2006-’07 as spill-over work in the case of local bodies which had completed 80 per cent of the work planned for last year.

Most local bodies had taken steps for implementation of the spill-over work, the Minister said.
