Atomic Energy Act unchanged

NEW DELHI: In view of the ongoing talks with the Left Parties, the Union Cabinet at its meeting on Thursday did not consider a proposal to change the Atomic Energy Act (AEA), 1962, that would have paved the way for private participation in the civil nuclear sector. With the United Progressive Alliance and the Left parties forming a 15-member panel to discuss the nuclear pact with the U.S. and other aspects of the foreign policy, any move to alter status quo would have upset the delicate political balance achieved between the two sides, said analysts.

The proposal to harmonise the AEA with the Electricity Act, 2003, is also not favoured by nuclear scientists who feel that the complexities in this sector should not be underestimated. They prefer to continue with the existing arrangement, firmly in the government structure, in constructing and operating any new plants that will come up in case the 45-nation Nuclear Suppliers Group (NSG) approves India’s entry into global commerce in this field. They cite the example of the U.S., which adopted an open door policy in the formative years of the atomic energy sector, resulting in many corporates burning their fingers.
