Remains a non-starter: The sewage treatment plant at Sarkar Periapalayam near Tirupur. —

TIRUPUR: Despite having all necessary infrastructures, the Tirupur underground drainage scheme (UGD) is yet to become operational for nearly a year. The municipality could collect deposit from just around 300 residents out of an estimated 45,000 so far keeps the facility unutilised. At least 10,000 connections are required to operate the sewage treatment plant and pumping stations.

Besides constructing pumping stations manholes, 118 km long pipelines and 15 million litres a day sewage treatment plant, the New Tirupur Area Development Corporation Limited (NTADCL) had even laid pipes up to the doorsteps from manholes of 13,459 residents. It had implemented the project as part of the Rs.1,023 crore water supply project for garment industry and residents. But the scheme is yet witness further progress.

Big thrust

In order to give a big thrust, the Government is said to have agreed to the proposal put forth by the Tirupur Municipality to collect the deposit amount in 10 equal instalments in every six months.

“We have suggested to the Government to collect Rs.6,000 for over 13,000 residents who had pipes up to their premises and Rs.2,000 for others in instalments. We hope that the Government will concede our proposal. If it agrees to our idea, we will give connection if the resident pays the first instalment,” M. Ashokan, Municipal Commissioner, says.

He suggests that the public will not find it difficult to pay deposit in instalments. Once, the system begins functional it will help improving sanitary condition of the town.

Black-topped roads

The NTADCL, while executing water supply scheme, laid pipelines to avoid further digging of black-topped roads. All the 13,459 residents should pay deposit and other charges (for laying the pipes till their premises) of Rs.6,000 for every household connection and Rs.15,000 for other commercial buildings.

For others, estimated around 30,000 connections, have to pay a deposit of Rs.2,000 for households and Rs.11,000 for commercial buildings besides bearing the charges for pipes and restoring the dug up roads.

Sources said the 13-acre sewage treatment plant at Sarkar Periyapalayam, 10 km from here, with a capacity of treating 15 million litres a day (can be extended up to 30 mld) will adopt the biological treatment system – using the aeration method.

The treated water will be discharged into the Noyyal River.

As the project covers only 37 wards of the total 52 wards, the local body is drawing a plan to extend the coverage to the entire town. The NTADCL had earlier indicated it was not planning to collect user charges.
