Centre has key role in Senior Citizens Bill

NEW DELHI: The Parliamentary Standing Committee on The Maintenance and Welfare of Parents and Senior Citizens Bill, 2007 has said that though the onus to implement the proposed legislation is on the State Governments, no time frame has been set for its operation. The committee expects the government to play a proactive role in implementation of the Bill so that parents and senior citizens got proper maintenance and adequate welfare measures are undertaken for their care and protection.
The committee found no justification in excluding Jammu and Kashmir from the legislation’s ambit as it dealt with social and family issues. It proposed an amendment to clause 1(2) of the Bill to bring within its ambit the State also.
The panel wanted to know what additional financial measures will be taken by the Centre to make available more funds to the State governments, if required, for effective implementation of the Bill’s provisions.
It pointed out that there was no provision of funds for establishment and maintenance of old age homes for indigent senior citizens.
While suggesting formulation of a long-term plan to establish adequate number of well-maintained old age homes throughout the country, it desired provision of recreation at the homes.
The panel said private hospitals getting concessional land or other facilities from the govt. may be asked to give rebate for older persons.
