dated September 8, 1957: Upper House for Andhra

The Lok Sabha on September 6 passed the Legislative Councils Bill for setting up a Legislative Council for Andhra Pradesh and increasing the strength of the Councils in eight other States. The Opposition was generally in favour of reconstitution of the Councils in the States in view of the reorganisation of States. The Law Minister, Mr. A.K. Sen, pointed out that, as one-third of the members retired every two years, opportunities would be there for new members to come in. In reply to Mr. Subiman Ghosh (Ind.), who opposed the idea of increasing the strength of the Councils on considerations of economy, Mr. Sen said they could not think of economy in establishing democratic institutions and maintaining them.
