CHENNAI: The Left Front Government in West Bengal is a role model for others and its success in land reforms, transparency in administration and diversion-free public distribution system should be replicated in other parts of the country, said speakers at a function organised by the West Bengal Information Cultural Affairs Government here on Friday.

Presiding over the function, former West Bengal bureaucrat B. S. Raghavan said there was complete coordination among the constituents of the West Bengal coalition Government. Unlike in other states, there was no frequent transfer of officials. There was clarity of policy, right from the top officials to the last grade servant and from leaders of ruling political parties to the field worker.

It was the only State where exodus of rural people to urban centres had been restricted. It was one of the few States where the Panchayat Raj system was working successfully. He suggested that the success of the Left Government should be made a case study and prescribed for management students.

State secretary of the Communist Party of India (Marxist) N. Varadarajan said the Left Front Government, in its 30-year rule, had proved that it was possible to improve the living conditions of people in rural areas. Within its limited powers, the State had given sufficient powers to local bodies. Around 50 per cent of the State’s revenue was given to the local bodies. Urging the Centre to decentralise powers to the States, Mr. Varadarajan said concentration of powers at the Centre would weaken States.

D. Pandian, State CPI secretary, said though the CPI (M) in West Bengal had sufficient strength in the Assembly to form a government on its own, it shared power with other constituents. He said in West Bengal, the coalition was formed before the elections.

The partners arrived at a consensus on various programmes and sought people’s support during elections. So there was no misunderstanding among the constituents after the elections, both in sharing of power and in programme implementation. If such a coalition Government was formed at the Centre, it could solve many problems of the country.

Earlier, State Minister for Information and Publicity Parithi Ellamvazhuthi inaugurated a photo exhibition on the achievements of the Left Government.
