Opposition denied rights, says Chandy

Thiruvananthapuram: Leader of the Opposition Oommen Chandy alleged here on Tuesday that Speaker K. Radhakrishnan had denied the Opposition its rights.

In a letter to Mr. Radhakrishnan, Mr. Chandy said he was registering the Opposition’s resentment against his action of even denying him as the Opposition Leader an opportunity to hold the floor in the Assembly. He said the Speaker’s action denying permission to move a notice for an adjournment motion was unjust. The house precedent was to permit a submission on an issue that had been denied leave to move a notice for an adjournment motion. However, the Speaker had denied permission without citing any valid reasons and without citing any rules or precedent. “Your refusal to permit Opposition members to raise the issue was not an action that was in tune with the rules of procedure or precedent,” Mr. Chandy said.

‘Incorrect decision’

Mr. Chandy took strong exception to the Speaker’s action in giving the floor to the Parliamentary Affairs Minister when he was on his feet holding the floor of the house. He said the Chief Minister was allowed to intervene during his speech, but he was denied the permission to ask supplementary questions. “Your decision to move on to other business listed for the day without giving me an opportunity was not correct.” The Opposition recognised the Speaker’s responsibility in conducting business. “I would like to humbly point out that the Speaker was not bound to protect the interests of the ruling front by denying permission to the Opposition to raise issues inconvenient to the Treasury Benches,” he said.
