‘Introduce tax rebates as incentive’

Bangalore: Prevalence of child labour and violation of labour rights can be checked more effectively through self-regulating industrial codes of conduct, said Prof. Sudhir Krishnaswamy of the National Law School. This regulatory strategy should be backed by labour laws and pressure by the civil society and trade unions, he added.

Suggestion

Speaking at a workshop organised by the International Labour Organisation (ILO) and the Labour Department, he suggested that there could be “positive incentives” for compliance with labour standards such as tax rebates, rather than threat of punishment.

There has been a shift in understanding the role of the Government as a regulating authority since the 90s, with greater emphasis on “voluntary compliance”, said Prof. Krishnaswamy. This should not be seen as “abdication of responsibility by the government”.
