After cracking the whip, the City Corporation seems to be developing cold feet when it comes to action against violations of the building rule. Recently, the authorities had issued notice to several builders for bypassing setback regulations to add valuable floor space to buildings in prime locations. Inspections carried out by the Town Planning Department had revealed that the builders were misusing section 100 of the Kerala Municipal Building Rules which permits maintenance, extension or changing the roof of an existing structure. The committee directed officials to issue notice to the builders asking them to stop construction. But months later, the structures were completed without any hindrance. One of the buildings has also started functioning as a hotel, making a mockery of the Corporation’s enforcement. It has also raised the question as to how a building that has been served notice for violation of building rules, secured the mandatory clearance from the Corporation to start functioning. Interestingly, the Town Planning Committee still avers that the matter is being pursued.
