NEW DELHI: The Task Force on Skill Development has called for a paradigm shift in vocational education with the Government taking the backseat and handing over the charge of providing vocational training to the private sector as “they are the job providers.” This is the sum and substance of the report of the Task Force on Skill Development set up as a follow-up to Prime Minister Manmohan Singh’s 2006 Independence Day announcement of launching a Mission on Vocational Education to meet the demand for skilled manpower. The Task Force was headed by the former Union Education Secretary, B.S. Baswan. This switching of roles has been envisaged by the Task Force in view of the fact that vocational education and training (VET) has till date been “supply rather than demand-driven.” Of the view that the Government’s role should change from being a VET provider to a partner and a facilitator, the Task Force noted that the present state of affairs is “not acceptable for a country which seeks to become a knowledge power, a global service and manpower provider and a leading industrial nation.”
