PUDUKOTTAI: Village panchayat presidents should strictly adhere to the State Government’s norms on maintenance of panchayat accounts in order to ensure proper utilisation of funds, Collector S.J. Chiru said here on Wednesday.
Presiding over the inaugural of a training programme on ‘village panchayat accounts’ for panchayat presidents and assistants here, he said the Government had stipulated that the panchayats should maintain three types of accounts. Classified as ‘general funds,’ ‘payment to Tamil Nadu Electricity Board and Tamil Nadu Water Supply and Drainage Board’ and ‘village panchayat scheme funds,’ the account registers would facilitate the panchayats to ensure proper utilisation of funds.
The ‘general funds’ should include the revenue generated through deposits mobilised for pipeline connections, water taxes and other internal resources. Incidental and exigency expenses could be met from out of the account.
The annual allocation of Rs.3 lakh by the State Finance Commission to each village panchayat should be utilised for footing the bills to the TNEB and the TWAD Board, only by issuing cheques to the agencies.
The TNEB, which was hitherto calculating power consumption based on the average of the previous bills, would issue a consumer card to each village panchayat with effect from October. The TNEB would assess the exact power units consumed by the village panchayats.
The Collector said the money released for schemes sponsored by the Central and the State Governments, besides other funding agencies, should be brought under the head ‘village panchayat scheme funds’ for effective monitoring of the utilisation.
He appealed to the panchayat presidents to be fully aware of the rules governing the proper maintenance of records and registers.
