Only presidents, vice-presidents can sign cheques
All data, accounts must be recorded in computers
THENI: All village panchayats in the district can maintain three accounts instead of four. Such modification is to weed out deficiencies and difficulties in maintaining accounts, Collector Har Sahay Meena said here on Thursday.
Maintenance of general fund account, TNEB and TWAD board accounts, known as account-II, and planning fund account, (account-III) will suffice. The fourth account on expenditure for drinking water has been merged with the general fund account.
All cheques meant for account II will carry a message ‘Expenses for TNEB or TWAD Board.’ The amount deposited under the account cannot be utilised for any other purpose.
The amount in account-III can be spent only for executing Central and State Government-sponsored schemes only. It cannot be drawn without prior order from the block development officer. More over, there can be no withdrawal of money using withdrawal slips from the bank under the second and third head of accounts, Mr. Meena said.
Panchayat presidents and vice-presidents alone can sign cheques to draw money from all the three account. Bankers and TWAD and TNEB officials were briefed about the new procedure at a meeting convened here on Tuesday, he added.
All accounts and data of the panchayat must be recorded in computers.
A short-term computer training programme for panchayat clerks will be held shortly.
Officials have started imparting training on maintenance of three accounts to clerks and elected representatives of local bodies at panchayat union offices.
Already, panchayat presidents, clerks and bankers in K. Mayiladumparai, Andipatti and Periyakulam unions have been tutored.
