dated September 25, 1957 (there being no issue of the paper dated September 24): Goa case in world court

India’s Attorney-General, Mr. M.C. Setalvad, told the International Court of Justice at The Hague on September 23 that India wanted a peaceful solution of the dispute over the Portuguese colonies. It had been said that militarily the Portuguese territories could become a part of India within two days, but India did not wish a settlement that way. The Attorney-General was explaining to the Court India’s objections to a Portuguese application for right of passage across Indian territory for her officials, including the armed forces. Portugal was asking the Court to declare that under international law she had the right to send Portuguese armed forces across the territory of independent India in order to resubjugate people of Indian race and origin who had already freed themselves from Portuguese rule. India was entitled to ask that Portugal should negotiate. The colonial system was out of date in the 20th century and they expected Portugal to recognise this and withdraw.
