Civic agencies, the Public Works Department (PWD) and the National Highways Authority of India are coming under fire for their ineptitude in maintaining roads and drains. Citing delay in getting funds, they do not repair roads and declog drains in the first half of the year, when there are no rain. They blame the rains for the worsening condition, during the second half of the year. Contrary to what some officials and the political executive say, PWD engineers insist that patch works of vulnerable stretches can be carried out if the rain takes a break for at least half-a-day. “This can be done using bituminous macadam or bituminous concrete (which is more water resistant),” said a senior engineer in the department. People wonder why these methods were not adopted to repair the roads when the rain took a break for over a week before Onam and for lesser periods later. John L. Paul
