For a healthy life: Total Sanitation Campaign at P. Vellalapalayam village has helped villagers lead a healthy life and the Panchayat has received former President Kalam’s recognition for the same. ERODE: The State Government plans to continue implementation of the Total Sanitation Programme (TSP) across the State through a new approach, involving self help groups (SHGs).Called Micro Credit and Sanitation Programme, the District Rural Development Agency (DRDA) in the districts will fund block level federations, a representative body of SHGs. The federations will give it to SHGs, which in turn will forward it as loan to the beneficiaries, mostly from below poverty line families, to construct toilets. The SHGs will not only pass on the loans but also oversee the construction. They will also be responsible for recovering the loan amount, which will be used to fund another beneficiary. The fund will keep revolving. The scheme has been devised on the need-based approach model, wherein a beneficiary will first have to approach the nearest SHG, which upon verification will recommend the cases to the federation concerned. The federation will then release the funds. After construction, the SHG will collect the amount in instalments, the maximum being 10 instalments, say DRDA Erode sources. The project started in 1997 with UNICEF giving about Rs. 7 lakh to MYRADA, an NGO in Gobichettipalayam. Using the fund several toilets were constructed in Anthiyur, Brahmadesam, T.N. Palayam and Thalavady Hills. The project continues with the fund revolving. According to Project Officer, MYRADA, P. Alagesan the earlier method of implementation did not yield the desired result because either the construction was poor or the beneficiary was wrongly chosen. “In a good number of cases the toilets were used for storing firewood.” After studying the new method and its success the State Government has decided to replicate the model across the State. Officers from each district along with a leading NGO and SHG member will participate in a two-day training programme in Erode to implement the project in their districts. The Government has given each district Rs. 50 for the project.
