Slew of measures to achieve e-governance in Madhya Pradesh


State has been rated among the top four States witnessing rapid growth in IT sector

People can get different certificates, documents within 16 hours of submitting the application


Bhopal: Committed to provide e-governance in all walks of administration, Madhya Pradesh, rated as fourth best-governed State in the country, has initiated a number of steps to reduce bureaucratic make-up, besides introducing measures to resolve issues under the ‘Samadhan Ek Din Mein’ scheme.

“The work initiated in Madhya Pradesh has started yielding better results. The State is fast emerging as India’s IT hub for a variety of reasons, mainly the supportive infrastructure development and investment- friendly policy initiatives of the present government,” Laxmikant Sharma, Minister for Public Relations, said here on Tuesday.

He said in a short span of time, the State has been rated as one of the first four States of the country witnessing rapid growth in information technology sector.

The operation of cyber system has come as a boon to the tax payers as they are saving a lot of time with the facility of making payments from anywhere at their convenience, Mr. Sharma said adding transparency has strengthened the financial administration system.

The new IT policy offering liberal packages to the industry is yet another reason for investments, Minister for IT, Kailash Vijayvargiya, said adding, “significant part of the mechanism is that a complainant without any hesitation can walk into the district collector’s office from where he can talk to the Chief Minister, thus seeking redressal of his grievances through video conferencing”.

Another constructive step in the scheme is improving service delivery system, Mr. Sharma said.

“It is now facilitating issuance of different certificates and other documents to the people at district offices,” he said, adding these centres would be subsequently extended to block and tehsil level in the days to come.

Using these centres, Mr. Sharma said service seekers could get bona fide resident certificate, temporary caste certificate, marriage registration, birth, renewal of registration under shop establishment, certificate of below poverty line list, driving license, temporary transport permit, temporary electricity connection, employment registration, identity card to workers, accident relief, etc. within 16 hours of submitting the application.

Agriculture sector

The e-governance has also empowered the agriculture sector, ensuring benefits to farmers, a senior agriculture ministry official said, adding that as many as 64 mandis or agri-produce market yards are being electronically connected with divisional headquarters.

“The agri-net project is a fresh initiative to help farmers sell their produce at handsome prices. The project involves work through automation of mandi board head office, regional offices, mandis and their associated sub-market yards,” he said.

The V-sat based communication network being established at 400 locations across the state can also be used for imparting education to farmers, like weather forecasting, warnings suggesting them to be ready with precautionary measures, he added.

Similarly, e-tendering is going to be a reality in construction departments. The other major project that is underway is aimed at preparing smart cards in transport department, creating data base for land resource, he said.

For speedy development of the State, the Project Clearance Implementation Board has so far cleared 45 major projects worth Rs 1,27,754 crore. Besides, 34 projects worth Rs 97,971 crore have also been facilitated, while one proposal has been rejected, a top official of the board said. -- PTI
