AITUC urges Government to collect welfare cess

TIRUPUR: The Right to Live Conference of the Coimbatore District Construction Workers organised by the All India Trade Union Congress (AITUC) here on Tuesday urged the State Government to make necessary amendments to collect construction workers welfare cess from projects carried out by Central and State Governments and private property developers.

The conference, which was attended by thousands of construction workers, said that there was a provision to collect cess up to 2 per cent of the total project cost. “Though it had a provision to collect 2 per cent cess, the State Government was collecting a mere 0.3 per cent as cess. As the Central Government departments were carrying out projects worth Rs. 25,000 crore, the Government could easily collect Rs. 250 crore,” said N. Periasamy, former MLA, and State president of AITUC Construction Workers Union.

If the Government collects the amount sincerely, there would be no fund crunch for the Construction Workers Welfare Board to implement welfare schemes for its 11 lakh members, he added. The conference asked the State Government to initiate steps to collect cess from Government and private projects immediately.

Recalling the meeting with the Union Shipping and Surface Transport Minister T.R. Baalu, Mr. Periasamy said that the Central agencies were willing to pay cess if the State Government was taking keen interest. The conference urged the State Government to reconsider 5,000 petitions seeking pension after being member for five years in the welfare board.

Stating that their petitions were rejected on flimsy grounds by the authorities during the All India Anna Dravida Munnetra Kazhagam regime, the conference demanded that they be given pension. Likewise, the conference appealed to the Government to reconsider 30,000 petitions seeking various assistance from the welfare board.

A resolution was passed at the conference asking the Government to intervene in bringing down the prices of raw materials such as cement, sand, brick and iron rods. As the escalating prices had been affecting the construction industry and its members, the conference said the artificial hike should be immediately curtailed.

Another resolution sought increase of compensation of Rs. 3 lakh and Rs. 1 lakh for accident and natural deaths of construction workers.

It also wanted a pension of Rs. 1,000 for construction workers. AITUC Construction Workers Union’s State general secretary A. Ravi presided over the procession, which started from new bus stand and proceeded to Town Hall.

State president of AITUC, K. Subbarayan, Srivilliputhur MLA P. Ramasamy, Coimbatore District AITUC Construction Workers Union president P. Rangasamy and secretary N. Selvaraj and several others spoke.
