Rules violated in House panel nominations: BJP

The party wants Speaker to amend notification


PANAJI: Accusing Speaker Pratapsingh Rane of failing to go by the rules of the State Assembly while nominating members to House committees, the Opposition Bharatiya Janata Party (BJP) has decided to refrain from joining any of the committees till the Speaker amends his recent notification.

Leader of the Opposition Manohar Parrikar on Wednesday said that the Speaker had done grave injustice to the BJP while nominating members to the committees.

He said he was shocked to find that the chairmanship of the Public Accounts Committee, which, according to the Rules of Goa Assembly, should have gone to the Opposition, was given to a ruling Congress member. Even the chairmanship of the Public Undertakings Committee had been given to a ruling party member, he pointed out.

Mr. Parrikar wondered whether the committees would be really able to function as watchdogs if headed by ruling party MLAs.

Mr. Parrikar also protested against the “tendency” to duration of sittings of the House below the mandatory 40-44 days annually, during the last three years of Congress rule. This was an effort to devalue the importance of the legislature as an institution of public accountability, he said.
