Job guarantee scheme, a boon

To the poor villagers

The National Rural Employment Guarantee Programme (NREGP), which was introduced recently to uplift the living conditions of the rural poor, is creating waves in the villages of Tirunelveli district as any villager, particularly members from the below poverty line families, can get employment with a decent wage in his hamlet itself.

The programme, promising a minimum of hundred days of employment to each rural poor family and carrying a wage of Rs.80 per head without any gender discrimination, is being implemented in 38 village panchayats under 19 panchayat unions in the district at the cost of Rs.14 crore.

The district administration had so far received Rs.4.50 crore for the works to be taken up in the first phase.

According to Collector G. Prakash, the rural development programmes, which could not be taken-up under the MLA Constituency Development Fund or MP Local Area Development Fund, can be adopted under the NREGP with utmost transparency. Besides contractors or middlemen are weeded, village pancahyat presidents are the ‘Executive Officers’ of this scheme, who will implement the work with the participation of the public.

“The scheme will ensure the social and financial security of the poor and hence the panchayat presidents have to take earnest efforts to make use of this opportunity while strengthening development works in their area. Since there is no ceiling for allocation of funds under NREGP, the public and the village panchayat presidents can jointly identify as many works as they can,” says Mr. Prakash.

The Minister for Social Welfare, Poongothai Aladi Aruna, launched the NREGP at Gangaikiondan, about 20 km from here recently. The minister distributed the job cards to 300 beneficiaries including 200 women.

After the inaugural function, Dr. Poongothai on her way back to Tirunelveli, interacted with the workforce of 300 labourers, comprising 200 women, engaged in the desitling and bund strengthening of Duraiyoor tank on the Tirunelveli–Madurai National Highway.

The women told the Minister: “Had the government introduced this scheme long back, our sons and daughters would not have migrated to Mumbai and Tirupur in search of jobs.”
