Eunuchs to get a special monthly allowance of Rs. 300 in Haryana

CHANDIGARH: The Haryana Cabinet on Friday approved the “Haryana Allowance to Eunuchs” Scheme to provide a monthly allowance of Rs.300 to the socially and economically deprived eunuchs with effect from June 1, 2006, Chief Minister Bhupinder Singh Hooda told mediapersons after chairing the meeting.

He disclosed that according to a survey conducted by the State Health Department, there were approximately 1,305 eunuchs in Haryana.

The Cabinet also decided to set up the First State Administrative Reforms Commission to examine various aspects of administrative structures and processes to make administration more effective and responsive.

Mr. Hooda said the Commission would recommend appropriate changes in the organisational structure and methods of operation of the departments and de-centralisation of powers, towards promoting efficiency, economy, transparency and responsiveness in the overall delivery of services. It would also recommend ways of creating an environment where government functionaries could respond to the people with courtesy .

The Commission will also recommend ways of promoting ethics in governance and honesty in public dealings besides recommending measures for more effective monitoring and evaluation systems relating to both personnel and programmes.

It will also suggest ways of promoting greater spread of e-governance in all departments and at all levels.

It will have its headquarters at Chandigarh and a Camp Office in New Delhi.

The Government also amended the qualifications for language teachers in Haryana State Education School Cadre (Group C) Service Rules, 1998. Now the minimum qualification for language teachers for direct as well as promotion quota will be B.A. with the subject concerned plus B.Ed. with the teaching subject of Sanskrit or Hindi or Punjabi.

The Cabinet also declared the posts of Principals, Training and Placement Officers, Workshop Superintendents, Foreman instructors, Workshop instructors, Librarians, ministerial and Class IV employees in Government polytechnics institutions as non-vocational staff.
