CHENNAI: The Development Control Rules (DCR) of the Chennai Metropolitan Development Authority (CMDA) have to be followed in local planning areas of Coimbatore, Madurai, Tiruchi, Salem and Tirunelveli, all municipal corporations and Mamallapuram special-grade town panchayat. The rules will be in addition to the stipulations under the Local Bodies Act, according to a circular issued by the office of Commissioner of Town and Country Planning on September 28. When there is a conflict between rules under the Act and CMDA’s DCR, parameters prescribed under the latter will prevail. Where the DCR is silent on any issue, existing guidelines of the Directorate of Town and Country Planning (DTCP) will apply, says the circular. The order, which came into force from October 1, states that as and when a master plan for consent, approval or review is prepared, a separate DCR based on the CMDA pattern may be adopted as part of Master Plan and sent for Government approval. The move is in response to concerns expressed by developers over the differences in parameters prescribed by the CTCP and CMDA’s DCR for some categories. After a series of discussions, it was decided to enforce CMDA’s DCR in the six local planning areas initially till the Government approves a separate DCR for each of the areas. At a meeting of the high-level committee on co-ordinated development of the Chennai Urban Agglomeration Area on August 3, Chief Secretary L.K. Tripathy had observed that the DTCP did not follow a particular DCR. It might follow the CMDA’s DCR before granting planning permission. Floor space index might be as per the CMDA rules.
