Step to review PAP to be intensified

Concern at violation of agreement

Thiruvananthapuram: Kerala has decided to ask Tamil Nadu to come forward to review the Parambikulam-Aliyar pact (PAP) as per the terms of the agreement itself.

A meeting convened here on Tuesday by Water Resources Minister N.K. Premachandran, on the direction of Chief Minister V.S. Achuthanandan to intensify steps for the review of the agreement, resolved to hand over a letter containing the demand to Tamil Nadu.

It would call for speeding up the steps.

The meeting expressed concern at the violation of the agreement by Tamil Nadu. It viewed seriously the lack of interest which Tamil Nadu was showing in reviewing the agreement, though its term had ended.

It felt that there was a deliberate lapse on the part of Tamil Nadu in discharging its role as per the terms of the agreement and that such lapses were tantamount to violating the agreement. It resolved to take steps to ensure that Kerala got the quantity of water due to it under the agreement.

The meeting also discussed the constructions made by Tamil Nadu in the project area without Kerala’s permission.

It asked Tamil Nadu to abide by the agreement in toto and take steps on the basis of experience and figures to review the agreement.

The meeting noted that the agreement signed in 1970 should have been reviewed in 1988. But the discussions held for the purpose could not take any decision.

Discussions at the Chief Secretary level were held in 2004. In 2006, the Chief Minister wrote to his Tamil Nadu counterpart calling for immediate talks for reviewing the agreement.

But there was no move on the part of Tamil Nadu.

Kerala’s interests

It was in this context that the Chief Minister initiated steps for protecting Kerala’s interests.

The meeting was attended by Principal Secretary K. Jayakumar; Power Secretary K.K. Vijayakumar; Electricity Board Chairman Manoharan; Inter-State Waters adviser Valsalan; members of the advisory committee on Inter-State Waters and the Chief Engineers.
