BERHAMPUR: District judges can be bestowed the power to admit and conduct trial of human rights violation cases but the Orissa Assembly is yet to enact a piece of legislation needed for it. Recently, the Ganjam Bar Association has written to the Chief Minister, the Chief Justice of the Orissa High Court, the National Human Rights Commission and the Law Ministry of the State seeking initiation of measure to bring a legislation authorising district judges to admit and hear human rights violation cases. ‘Legislation needed’According senior legal researcher Chittaranjam Dash, the Human Rights Act of 1993 has a provision through which district judges can be bestowed with powers to admit and hear such cases in their respective areas. “But, it needs a legislation by the State Assembly.” In the absence of such a legislation, the aggrieved parties are now approaching the State or National Human Rights commissions seeking redressal of grievances. The objectivePresident of the bar association Sudhansu Sekhar Panda says that the government should empower the district judges to admit human rights cases in tune with its policy to bring justice to the doorstep of people. Unless this is done, the objective of protecting human rights remains a mirage, says Manoj Patnaik, secretary of the bar association.
