FOCUS ON SAFETY: N.G. Bhagvan, Assistant Director, Structural Engineering Research Centre, Chennai, addressing a workshop at the Thanthai Periyar Government Institute of Technology in Vellore on Thursday. . — VELLORE: Lack of adequate resources commensurate with the burgeoning population is responsible for the design of residential buildings whose quality is less, compared to those of the past, N.G. Bhagvan, Assistant Director, Structural Engineering Research Centre (SERC), Chennai, has said. He was inaugurating a workshop on ‘National building code of India-2005’ organised by the Thanthai Periyar Government Institute of Technology (TPGIT) under Technical Education Quality Improvement Programme (TEQUIP) on the institute premises here on Thursday. Replying to Elwin Chandra Monie, Principal of TPGIT, Mr. Bhagvan said people used to feel comfortable and homely in the buildings constructed in the early part of the last century. Though technology has improved over the years, the buildings of the past were better as more resources were shared by less number of people. With the increase in population, cost-cutting measures and optimal utilisation of resources have come to play a major role in determining quality, Mr. Bhagvan said. The World Trade Centre in New York was designed to withstand terror attacks and earthquakes. But a technical analysis revealed that the steel that had gone into the structure was responsible for the collapse of the twin towers. Following the air strike, aviation fuel spilled from the aircraft spreading to different parts of the building. This caused a fire which melted the steel, resulting in the collapse of the towers. The National Building Code (NBC) of India workshop should address such problems here, he said. Elwin Chandra Monie said that financial crunch was responsible for the failure of the construction industry to follow the NBC today. But the code has to be followed in order to give the people long-lasting buildings. P. Natarajan, Head of the Department of Civil Engineering and convener of NBC-2005, welcomed the gathering.
