Non-tribals on the warpath

3,500 buildings attracting LTR provisions, at stake

Eviction orders issued to 27 buildings

Non-tribal communities launch agitation

BHADRACHALAM: The non-tribal communities in the temple town are on the warpath as the landed properties acquired by them after 1970 are under thorough scrutiny for violation of the land transfer regulations. The administration had taken up an exercise for identifying the violations. Nearly 3,500 structures including residential buildings and multi-storied complexes that came up in the town have no legal sanctity.

To begin with, ejection orders were issued in respect of 27 buildings which included some land mark structures. Another 40 such orders were issued to families in enjoyment of lands acquired flouting the regulation. They involved non tribal to non tribal transactions.

The agency divisional officer (sub collector) had been entrusted with the task of implementing the orders physically.

The administration is left with no other option but to go ahead as the High court has been reviewing the progress of the implementation of the eviction orders given in the LTR cases in the scheduled areas on monthly basis.

The agency divisional officer was made answerable to the court.

The ejection orders issued in some cases were more than one year old and no serious attention was paid to the implementation part for many months and it paved the way for the intervention of the court.

Loopholes

Though the sale of land in favour of the non-tribals was banned in the town ever since the scheduled area regulation 1/ 70 came into effect, the realtors have of late adopted various methods taking advantage of certain loopholes in the system.

The value of the properties had gone up manifold in the past 10 years, thanks to the rapid development in the town.

The tribal organisations which had been fighting for the implementation of the scheduled area regulation have been mounting pressure on the administration for action against those building huge structures in violation of the land transfer regulation. There was no adherence to the laws of town planning. There was no issue of fresh building permissions as well. The non-tribal communities have formed a “Poura Samiti” and launched an agitation seeking exemption for the town from the scheduled area regulation.
