Governor sets task for officials

Officials told to give effective, sensitive administration

BANGALORE: Governor Rameshwar Thakur has set the task of ensuring all-round development of the State without any break in the execution of development projects and welfare schemes during President’s Rule before IAS and IPS officers in the State.

Mr. Thakur, who reviewed the functioning of various departments in the Vidhana Soudha on Friday, addressed the top brass of the two services and sought the cooperation of the Chief Secretary, Principal Secretaries, Secretaries and police officials in providing an effective and sensitive administration for the development of the State and welfare of the people, particularly those belonging to poorer sections, including women, children, the disabled and senior citizens.

In the wake of political parties exploring the possibility of forming a government in the State, Mr. Thakur said he would inform President Prathiba Patil if there was any new development.

Addressing presspersons after two-hour long meeting, Mr. Thakur said: “I will go by the procedures laid down in the Constitution for the next two months. I will work within the framework of the Constitution.”

The Governor reviewed the progress of works in 12 major departments, including Home, Health, Energy, Agriculture and Water Resources, and Public Works.

He also held his maiden “Janata Darshan” and met a few people who had queued up before his official chamber in the Vidhana Soudha. The Governor said he would meet people on Monday, Wednesday and Friday between 12.30 p.m. to 1.30 p.m.

The first citizen of the State said: “I am extremely particular about the disposal of files on a day-to-day basis as I have followed the dictum ‘today’s work must be finished today itself.”

‘Reach out’

Mr. Thakur, who later held a press conference at the Chief Minister’s office, said the senior officials had to take decisions in accordance with the laws and should pass the test of transparency and accountability. Since the State spanned nearly 700 km from north to south, it was very difficult for the common man to approach the administration in Bangalore for redressal of grievances. The officials had to make all efforts to reach the benefits of governance to the doorsteps of the common man, he said.

Expressing concern over farmers’ suicides, the Governor said the administrative machinery should take steps to ensure that farmers’ suicide would be a thing of the past.Chief Secretary P.B. Mahishi and Director-General and Inspector-General of Police K.R. Srinivasan were present.

Protest

Mr. Thakur’s maiden entry into Vidhana Soudha after imposition of President’s Rule was marked by protest from Kannada Chaluvali Vatal Paksha leader Vatal Nagaraj. Mr. Nagaraj waved a black flag and also shouted slogans in front of the Chief Minister’s office in Vidhana Soudha after Mr. Thakur sat in the chair of the Chief Minister for some time. He argued that the Governor could have held the meeting of the departmental heads at the Raj Bhavan.
