Bill enabling TNHB to take up joint ventures tabled

CHENNAI: A Bill enabling the Tamil Nadu Housing Board to undertake joint venture (JV) or public private partnership (PPP) projects was introduced in the Assembly on Thursday.

This is to facilitate the execution of housing and improvement schemes under the State Housing Board Act 1961, and the JV or PPP projects will be taken up through agreements with private persons or companies, the statement of objects and reasons of the Bill said. Housing Minister I. Periasami moved the Bill. Another Bill, replacing the ordinance on municipal laws, was brought in by Local Administration Minister M.K. Stalin.

It is aimed at curbing the “undesirable trend” of the misuse of the provision of moving no-confidence motions against chairmen and vice-chairmen of municipalities and town panchayats and passing them.

Yet another legislation, providing for the collection of infrastructure and basic amenities charges from higher order developers and constitution of State Infrastructure and Amenities Fund, was also introduced.

It sought to amend the Tamil Nadu Town and Country Planning Act.

A Bill, amending the Educational Institutions (Prohibition of Collection of Capitation Fee), 1992, was moved by Higher Education Minister K. Ponmudy to make collection of fee over and above the fee fixed by the committee on fixation of fee in respect of unaided private professional educational institutions an offence.

Cooperation Minister Ko. Si. Mani said the Chief Minister’s assurance regarding the formation of the election body for cooperative societies would be fulfilled.
