Kochi: Director-General of Prosecution (DGP) P.G. Thampi on Friday urged the State government to conduct an inquiry into the circumstances under which former Director-General of Police (Prisons) M.G.A. Raman had appeared in person before the High Court and made a statement on political prisoners. In a statement, he said that the inquiry should be conducted by an officer above the rank of the former Director-General of Police (Prisons). He said that the former DGP appeared before the court though there was no directive for his presence. The court had only directed him to file a statement . The DGP claimed that the High Court had not ordered shifting of political prisoners from Kannur Central Jail to the Viyur jail. The High Court had only recorded the submission of the former DGP that even though the government gave freedom to police officers and jail officials to act according to the rules, some political prisoners were creating innumerable problems; and in the above circumstances, the political prisoners should be transferred to the Viyur jail. The DGP said that in view of the submission made by the former DGP without consulting him or obtaining his concurrence or consent, the government was “legally obliged” to conduct an inquiry into the matter by an officer above the rank of DGP (Prisons).
