Bangalore: Former Lok Sabha member and irrigation expert H.N. Nanje Gowda has asked Governor Rameshwar Thakur to consider the appointment of a citizens’ committee consisting of irrigation experts, legal experts, former legislators and parliament members to oversee the handling of interstate water disputes concerning Cauvery, Krishna and Mahadayi during the period of President’s Rule. “The handling of the interstate water disputes… might pose a great challenge,” Mr. Gowda’s memorandum submitted to the Governor stated. The water disputes with the neighbouring states “have a huge stake, particularly for the farmers living in the drought-stricken areas. If Cauvery is the lifeline for southern districts in Karnataka, Krishna is for the northern districts. Mahadayi water, though little, holds promise for solving the acute drinking water shortages of the twin cities of Hubli and Dharwad” it said. Disputes such as these, as past experience has shown, require political solutions and not mere administrative rulings, which is why popular governments have always taken decisions at the all-party level to avoid controversy, Mr. Gowda said. It is to “maintain the confidence of the people during President’s Rule” and to ensure the people’s involvement in this important issue that he has urged the constitution for a representative citizen’s committee.
