28 institutions may be blacklisted

BHUBANESWAR: The Union Culture Ministry has mooted blacklisting 28 academic and cultural institutions of the State for non-submission of utilisation certificates against the funds received for preservation of manuscripts and rare books.

The list includes four universities - Utkal, Sambalpur, Berhampur and Sri Jagganath Sanskrit University of Puri -- apart from Orissa Sahitya Akademi and 15 non-governmental organisations. Sources in the Bhubaneswar Centre of the National Archives, revealed that the institutions received financial assistance under the scheme of financial assistance for preservation of manuscripts and rare books during the period from 1993 to 2002.

Some institutions are yet to submit the same.

While Sambalpur University is yet to submit the utilisation certificate for Rs.1,05,000, Berhampur University has been a defaulter for Rs.1,67,500 received for publication of the rare manuscript ’Gita Bijay Baijayanti’, elaborated the sources. Similarly, Utkal University is yet to avail clearance from the Ministry over utilisation of funds received for cataloguing of its huge collection of manuscripts besides publication of the rare manuscript of Jasobant Das, the sources pointed out.

The Sri Jagannath Sanskriti University had even “misutilised” the funds received for manuscript collection by buying a photocopier, it was staged.

The Ministry has asked the university authorities to refund the funds.
