Under new order, Central funds to be routed through PWD

Team to seek restoration of powers


BANGALORE: The Karnataka State Zilla Panchayat (ZP) Presidents and Vice-Presidents Okkuta has resolved to appeal to the Centre to restore powers to choose and oversee development work. This power has now been now transferred to the executive under 12th Finance Commission grants head of account 3054 (non-Plan) with effect from 2007-08.

This Government Order would put the onus on Public Works Department and the zilla panchayats would have no scope to intervene at any stage.

The zilla panchayat chiefs will place their demands before the Union Panchayat Raj Minister Mani Shankar Aiyar when they meet him in a delegation in Delhi on November 5.

The delegation will try to impress upon him the need to bring changes in the Government Order on the 12th Finance Commission recommendations. The okkuta is a council of presidents and vice-presidents of all 29 zilla panchayats in the State.

The okkuta on Tuesday elected new office-bearers and has unanimously elected Bangalore Rural Zilla Panchayat president C.M. Muniyappa as its president.

Soon after the elections the okkuta reviewed few of the recent government orders including the one which had altered the 12th Finance Commission recommendations.

The okkuta said under the new order the Central funding received by the zilla panchayat would be routed through the Public Works Department.

One of the components of the 12th Finance Commission recommendation was the Mukyamantri Grameen Sadak Yojana, introduced under the account head Number 3054 (non plan).

This was a zilla panchayat programme earlier but now it had been included in 2007-08 Link programme under the budgetary allotment.

The delegation will meet Union Minister of Rural Development Raghuvamsh Singh Yadav and present him a memorandum stating that the rural development work would suffer because of the Government Order.

The okkuta elected C.N. Balakrishna, Hassan Zilla Panchayat President as its vice-president and Y. Ramappa of Davanagere Zilla Panchayat as the general secretary.
