Agonising wait for Government job

Ramesh Susarla

Bhavanarayana was denied a job on the grounds that he did not apply within the stipulated time

O. Bhavanarayana

GUNTUR: It was an agonising 23-year wait for O. Bhavanarayana to get compassionate appointment after his father’s death in 1984, his joy soured because of the indifference of a few Forest Department officials of Guntur district.

Having passed SSC and being over 18 years of age, he was then eligible for a job. He sent copies of all his certificates and representations through the Vanikunta Post Office in a registered cover obtaining acknowledgement.

Days passed by and he frequented the department several times, but to no avail.

He worked as a casual labourer, even sold his blood to eke out a livelihood, while keeping up pressure on the Government for justice. Then Chief Secretary Mohan Kanda wrote to the Principal Chief Conservator of Forests, S.K. Das, to inquire into the matter and send a report.

A response finally came in 1987 denying him the job for not applying within the stipulated time. To his misfortune, the section superintendent, Sarma, had died and with him the original representation was also misplaced.

On a second representation to the Chief Secretary, Mr Das asked the DFO to re-examine the case. Former Guntur DFO Gopinatha took cognizance of an affidavit given by Veerachari, Postmaster of Vanikunta village, based on the acknowledgement issued by the post office and gave a positive report.

Doubts raised

He earned a job after 22 years, but it took another six months to finally get the letter as he was 43 years old and doubts were raised over his eligibility to take up a Government job as attender in Inspector of Factories’ office.

A month later even the treasury refused to release his salary, but with the Inspector of Factories Shiv Kumar Reddy taking interest, all issues have been sorted out.
