dated October 25, 1957: Uphill task

The Indian delegate to the Colombo Plan Conference, Mr. B.R. Bhagat, Deputy Finance Minister, said on October 22 in Saigon that India had run into some difficulties in implementing its Second Five-Year Plan. He told the ninth Colombo Plan Ministers’ meeting, “The road to development so far as we are concerned now runs uphill. We are passing through a difficult phase but we consider our present difficulties both as a challenge and an opportunity.” In a reference to foreign aid, he said, “We are confident that with goodwill and assistance from our many friends abroad we will be able to succeed.”
