HYDERABAD: AICC general secretary Veerappa Moily has made it clear that the creation of a separate Telangana state was possible only through the recommendations of a States Reorganisation Commission (SRC). “The Congress Government is in the process of constituting the second SRC to look into demands for creation of new States from out of the existing ones,” Mr. Moily told reporters here on Wednesday, on his maiden visit to State after assuming office as in-charge of Andhra Pradesh affairs. “The demand for creation of separate Telangana is already mentioned in the UPA’s Common Minimum Programme (CMP). Keeping that in view, the party’s known stand is the constitution of a second SRC which is the answer to votaries of a separate State,” he remarked. Mr. Moily said in reply to a question that creation of a separate PCC for Telangana was an internal party matter. He said a new PCC chief would be selected soon. The AICC leader’s stand on Telangana evoked a cautious response from the party leaders from Telangana. Nizamabad Congress MP Madhu Yaskhi said, “The Congress high command should respect the sentiments of locals and announce a separate State without linking the issue to the SRC.” He said the party should appoint a leader from Telangana as PCC chief. Another MP, Sarvey Satyanarayana, feared that people of Telangana would not believe the Congress party if it delayed a decision. “It would have been better if the SRC was constituted a little earlier so that the report could come out before the 2009 elections,” he said. Earlier, a number of Telangana Regional Congress Coordination Committee (TRCCC) members led by convenor G. Chinna Reddy submitted to Mr. Moily a copy of the resolution they adopted favouring a separate State. Senior leaders from Telangana V. Hanumantha Rao, P. Goverdhan Reddy, P. Janardhan Reddy and Marri Sashidhar Reddy also called on the AICC general secretary. Narsapur MP Chegondi Harirama Jogaiah, who has been espousing the cause of the Andhra region, said everyone had to fall in line if the party took a firm decision on second SRC. “I am in favour of smaller States for reasons of administrative convenience,” he added.
