V.B. Maganur BIJAPUR: V.B. Maganur, a faculty member of S.J.M.V. College for Women, Hubli, on Saturday took over as acting Vice-Chancellor of Karnataka State Women’s University, Bijapur. This followed an order issued by Governor Rameshwar Thakur, who is also Chancellor of the university. The term of previous Vice-Chancellor Syeda Akhtar ended on Friday. The Governor’s order came much to the disappointment of her camp that wanted R.S. Yeli, a dean and professor of education, as acting Vice-Chancellor. According to the Karnataka State Universities Regulation Act 2000, the senior most dean of the university takes over as acting Vice-Chancellor when vacancy is created. Mr. Maganur topped the seniority list of deans sent by the university Registrar G.V. Sugur earlier this month. However, the Syndicate chaired by Dr. Akhtar in its meeting on October 19 removed Mr. Maganur as dean in a bid to show Mr. Yeli (who was second in the list) as the senior most among the deans, and sent a proposal to the Governor. The Governor, however, rejected the proposal. Reviews administrationMeanwhile, Mr. Maganur, who reviewed administration with Mr. Sugur and other officials, told presspersons that Dr. Akhar, even after demitting office, had been illegally possessing several important files pertaining to recruitments, finance and other departments. He said he had sent a report to the Governor in this regard. He said the Department of Higher Education had asked the Registrar to submit these files to it for placing them before Justice M.P. Chinnappa Commission of Enquiry that was probing the charges of corruption and irregularities against Dr. Akhar. However, she issued a circular to all departments on October 19, and collected the files stating that she would submit them to the Government, Mr. Maganur said. However, enquiry with the officials concerned revealed that she had not handed them over. It was a matter of grave concern, and the issue was brought to the notice of the Chancellor, seeking direction, he said. Mr. Maganur also expressed his displeasure against Dr. Akhtar for not formally handing him over charge as per the custom. He said he himself took over the charge according to the direction of the Governor’s office.
