THIRUVANANTHAPURAM: The State Human Rights Commission has taken cognisance of the death of an ASI reportedly after he received a blow on his head during a clash between students of the NSS College, Changanassery, on Friday. Justice A. Lakshmikutty has issued notice to the District Police Superintendent and the Principal of the college to submit their explanation within 10 days. Justice N. Dinakar, chairman of the Commission, through another notice, has sought details of the investigation into the murder of engineering student Shyamal Mandal, who hailed from the Andamans. The notice was issued on the basis of a complaint filed before the Commission by the victim’s father Basudev Mandal. Investigations into the death of Shyamal, who was killed on October 13, 2005, had been handed over to the Crime Branch on the Chief Minister’s directive. According to the complainant, there seemed to be no progress in the investigation. He perceived a threat to him and his family due to the failure to bring to book the culprits. Meanwhile, S.Varghese, another member of the Commission, has initiated steps on the basis of a complaint that the Railways was adopting a negative attitude towards the passengers by not providing sufficient water and light on trains. He has sought explanations from the Divisional Railway Manager and the Railway Police Superintendent. The Forum for Human Rights Protection, which had submitted the complaint, also told the Commission that the toilets in the sleeper compartments of long-distance trains were dirty and did not have water.
